The Bank of Uganda slashed its benchmark lending rate by 100 basis points to 9% on October 7th 2019, reversing a 100 bps hike in October last year amid slower economic growth and lower inflation. The GDP growth slowed below 6 percent in the first and second quarter of 2019 while inflation rate continued to decline reaching near 1-1/2-year low of 1.9 percent in September. The inflation outlook was also revised downwards compared to the August forecasts and annual core inflation is now projected to remain below the 5 percent target until the fourth quarter of 2020.

The Stanbic Bank Uganda PMI went down to 55.7 in September 2019 from 57.5 in the prior month. The latest reading pointed to the 32nd straight month of expansion in the private sector, but at the lowest pace since April. Both output and new orders continued to increase and employment grew further. Also, purchasing activity continued to rise, extending the current sequence of expansion to 19 months. On the price front, overall input costs rose amid increases in electricity cost and purchased items including cement, food products and stationery; and output prices rose accordingly. Lastly, business sentiment remained positive in line with improving client demand and business expansion plans.

Uganda GDP Annual Growth Rate at 5.40 percent  
The economy of Uganda advanced 5.4% from a year earlier in Q2 2019, down slightly from 5.6% in the previous period. It was the slowest expansion since Q2 2018, led by services (6.2% vs 6.4% in Q1), of which transportation & storage (2.4% vs 4.3%); information & communication (5.8% vs 6.8%); finance & insurance (8.9% vs 10.8%) and public administration (5.4% vs 8.5%). However, trade & repairs (5.7% vs 4.3%) and food & accommodation (14.8% vs 13%) posted stronger gains. On the other hand, the agricultural sector rose faster (4.5% vs 3.5%), boosted by cash crops (9.2% vs 4.9%) and food crops (4.4% vs 4.5%), owing to favourable weather conditions. Also, the industrial sector gained steam (5.3% vs 4.5%), namely mining & quarrying (18.7% vs 7.4%); manufacturing (5.6% vs 1.9%); electricity supply (10.7% vs 9%) and water supply (6.3% vs 6.2%). Meanwhile, construction activity slowed markedly (0.6% vs 5.4%). On a quarterly basis, the GDP grew 1.3% compared to 0.3% in the previous quarter.

Uganda's headline inflation eased to 1.9 percent in September 2019 from 2.1 percent in the prior month, reaching its lowest level since May last year, as prices fell for food & non-alcoholic beverages (-0.9 percent vs 0.1 percent in July), mostly sugar (-20.1 percent), bananas (-23.8 percent) and also communication (-10.1 percent vs -10 percent). In addition, cost advanced less for miscellaneous goods & services (7 percent vs 7.3 percent); recreation & culture (1.8 percent vs 2.2 percent) and clothing & footwear (4 percent vs 4.6 percent). Meanwhile, inflation was higher for housing & utilities (2.3 percent vs 1.2 percent); furnishings (2.4 percent vs 2.1 percent); health (2.6 percent vs 2.4 percent); restaurants & hotels (2.4 percent vs 1.9 percent) and alcoholic beverages, tobacco & narcotics (1.6 percent vs 1.0 percent). On a monthly basis, consumer prices inched up 0.7 percent, following a 0.4 percent rise in the previous month.
